We have the Power. We will Overcome!

The people are tired of living under the very dark aegis of the current regime. It appears as though a cloud of evil enveloped the country.


From the onset, weird things were happening under the disguise of “reviewing contracts,” therefore there was a complete cessation of public spending. No projects were being started or continued, everything came to a halt. Other rationalizations came in the form of: “We have no money, the previous administration spent it all, and advanced budget allocations ahead of time…” and so on and so forth. But nobody believes this canard. Because it started to show in the burgeoning national budget despite that there was no spending being made.

The funds for mysterious utilizations like the dole-outs called conditional cash tranfers or CCT, Development Acceleration Program – DAP, among many other diabolically ingenious money-grubbing schemes by the national leadership, ballooned into mind-boggling size that the hunger for money of these creatures becomes clearly, shockingly unbelievable.

Where do they get the gumption and gutzpah to engineer such thievery of the people’s money? It cannot be because of telephone and mobile cellular conversations with pastors, Cardinals nor the Pope himself. Because such horrific, sinister schemes speak only of the work of the darkest elements and the malevolent so-called laman-lupa.

To make it worse much further, this administration was not only lazy, it was insane. The regime was both psychologically and somatically impaired. The disease it suffered was incurable, irreparable.

When everyone noticed that Malacañang was never holding any Cabinet Meetings at all (inpossible for any administration anywhere in the world – but the minions were all in agreement and enjoyed traipsing and gathering money all over town) it pretended to hold such meetings. Yet no meetings took place. The supposed leader dictated terms of endearment on how to tastefully, very slowly kill the regime’s enemies. The great idiotic leader cajoled them into filing cases before the artificial pretend cabinet meetings. When the pretend meetings came, he cajoled them further, over and over again like a decrepit record player – but this one spewed saliva all around.

This filing of cases – even one against Philippine and World Champion boxer Manny Pacquiao was all part of a masquerade borne of a depraved and diabolic mind.

However, it will be near to impossible for these cold hearted and dark spirited creatures to win in any situation, for always crime does not pay.

The rule of law always prevails. Even in the situation of powerful banksters ruling the global economy, where they hold sway over all of us small people – the citizens of the world – the tides are already shifting. Soon as not, these fiendish ogres will ultimately get what they deserve: the wrath of the People.

No matter how heinous and nefarious the capability of these wicked few in society now lording it over the public coffers and wielding power over the seemingly helpless Philippine society and people, they cannot triumph.


Even the Secretary General of the United Nations himself was shamed into visiting Tacloban City after all the members of the world community of nations admitted to the fact that the entire league of governments, including that of Aquino’s quisling regime have failed a small chartered city in Eastern Visayas and embarrased itself in the bar of international public opinion.

Whatever the U.N. will say to the contrary, if ever, has no use, because the entire world population has spoken: everyone, to the exception of no one, failed the victims of Yolanda. And after all, Mr. Ban Ki Moon like Aquino, is not perfect and absolutely as adequate as unselfish saints and prophets and will not attempt to rationalize the situation nor draw flak any further than he already has.

So now we go into the scenario where we have all been lied to with thorough impunity from the Quirino Grandstand fiasco, to the Zamboanga Siege, the Malaysia farce invasion engineered behind the scenes, and all the other violent, harmful conundrum that the pitiful country has been drawn into by these tyrant monsters.

The situation is thus:

Someone is painfully doing everything very hard to delete a sin in his heart kept for a long time, diluted by substances and chemicals known and unknown, all the sudden staring into empty space, all the impulse to be alone to smoke and smoke and shoot with guns. But the sin will not go away. Instead the sinner will have to go somewhere and leave the place where he does not deserve to be at all.

It has something to do with the death of a very young female inside a car that was caught during a running gun battle between soldiers from the Reform the Armed Forces Movement involved in a coup d’ etat in the late 1980s and those defending the government. Her date promised her a “Joy Ride”. It was a Joy Ride that led straight to hell.


That animal will die someday but this time, that animal has to go and fast. The country never ever had a need for an abnormal creature in that post. Mr. Ricky Monfort shared this article:

Before and during the wake and funeral of the late Madam Corazon Cojuangco AQUINO CORY, it was bruited about that the Filipinos lost a mother, a woman of integrity, an icon, etcetera.

It was said that the death of the late Madam Corazon Cojuangco AQUINO CORY was a great loss to the Filipino nation but it was also an opportunity to use her well talked about popularity to kick out GMA from the presidency, among other possibilities. See the rest of the article here.


Its not true that the guy wants to be President once more after six years. There is no more time left for the guy. He caused the death of an innocent young female and this West Point Academy graduate officer of the Philippine Army, Armed Forces of the Philippines to lose his legs. Even the West Point of the US itself and the parents of and the victim Army officer themselves, are forbidden up to this day to expose the real culprit of that incident where one life was to be sacrificed just because of an insane date in the middle of gun battles raging and a gentleman from West Point Military Academy had to lose his legs. That culprit has to go. If this is not one of the greatest reasons we can never solve in the Philippines, graft, corruption, lying in the face of the public such as a psychologically impaired broadcaster who killed his wife and is instead not restrained from gallivanting freely about and showing his face shamelessly over national television, no other will suffice. So the lying, warmonger beasts believe they can get away with what they are heaping upon the Philippine public, including to some extent those that are living overseas. But that will no longer continue. The sleeping dragon awakened. Now, the balance is tipped. The greater weight in the scales of Lady Justice is now on the side of the hitherto constantly duped, fooled and bamboozled public.


From the time of the ascendancy of the forcibly installed ruthless regime up to this time, the dragon might have taken its sweet time to sleep but its waking time. And the reptile is poised to strike at the visible and known enemy. The signs are in the air as they had always been, as the writing on the wall says it will:


The criminals have to thank the Heavens that the Guillotine has been banned from use. But then again, with an awakened world movement against corruption, they will have nowhere to run nor hide. But for the dragon, the catch is, to make something like this stupendous and grand-scale chicanery never happen again, especially to the blessed Filipino people.

The criminals are well-advised, surrender, embrace jail or just plain succumb to suicide. Crime perpetrators, your ball.

Rescue Olympics: Teaching the People How to Survive

OBJECTIVES:

Promote widespread awareness of the significance of Life-Saving and Self Rescue among young to old, male and female members of the population


Increase the chances of the members of the population for safety, survival

Increase fingertip knowledge, knowhow, basic skills in avoidance of danger situations and minimization of risks in their own immediate environment and in the community as a whole.
Raise public consciousness of global problems of loss of life and injury arising from unsafe practices, hazards in the environment among other important considerations.

Engage in continuing, improved information and education campaign to increase level of the public’s preparedness and attunement to forecasts of disaster, emergencies and other unforeseen hazardous events – natural or human-made

Combine, pool talent, resources, time, commitments in order to effect successful life saving undertakings in limited conditions.

Expose Rescue Teams and Individual Rescuer to new methods and techniques and Increase knowledge, proficiency in Search, in Rescue, Life Saving and Recovery

Develop bonding and camaraderie between and among Rescue Teams

Create a functional, interactive-cooperative network among Rescue Teams and the Individual Members of the various participating Rescue Teams

Challenge trained rescue – emergency service personnel and bring them to world class fitness and proficiency.

Strongly encourage private sector participation in promoting and evolving Search, Rescue-Life Saving and Recovery

“Be prepared for calamity, Be prepared for disaster. Prepare a survival kit consisting of first aid, your important documents, etc.” – Philippine media, Private Corporate and Public Sector agency advocates for preparedness

It can never be enough to exhort people to run. It is not enough to admonish people to be prepared and gather things into a “rescue kit” and run, escape danger when disaster comes.

It is very important to introduce specific ideas, actions, skills, concepts to the entire population slowly, gradually what it will be required to be able to save one’s self from harm and danger before the onset of and during a disaster as well as after the catastrophe has occurred.

However, it is most exceedingly also important that the population has access to public warning systems.

METHODOLOGY:

Conduct nationwide Search for Finalists for Rescue Olympics through the following intramurals:
1. Bureau of Fire Inter-Regional Rescue Competition
2. Fire Brigade Volunteers Rescue Competition
3. Army, Navy, Air Force, Coast Guard, Civilian Rescue Team Competitions
4. NDRRMC-National Government Accredited Public and Private Rescue Agencies, Organizations

5. Conduct the National Championship Competitions for the best Rescue Team in the main event called Rescue Olympics

ELIMINATIONS:

The skilled Rescue Teams shall qualify and participate in various challenges each year. The following are the games or challenges:

1. Extrication of Victim-Casualty trapped below ground 
2. Extrication of Victim-Casualty on water 
3. Extrication of Victim-Casualty trapped at high angle 
Each team shall consist of six player-members:
1.  The Team Leader
2.  Medic
3.  Two Technical Rescue Personnel; and,
4.  One Personnel in charge of admin support to operations.

During RECUELYMPICS, the Teams are presented several and unique conditions that challenge their capability to immediately and on-the-spot, form a Rescue Operational Plan (Rescue OP) and successfully extricate the casualty in the allotted time.

The scenarios include the following:

30 minutes Complex Rescue
20 minutes Equipment No Holds Barred
20 minutes Equipment By Selection Only
10 minutes Race Against Time

Warning to critics of tyrant’s regime

We look at robots, humanoid machines, as something external, or a mere adjunct to the human race.  From doom sayers, robots with programming gone wayward can be a source of extreme threat to an individual or a community’s safety and survival.
Psychology experts however, believe that when we dream about robots, we are not looking at mere products of human inventiveness and creativity or scientific and technological capability.
Instead, when we dream about robots, we dream about the very people in our environment. Read along and find out.

I’ve been having this really strange dream a lot lately, I was wondering if anyone could help make anything of it  

The setting is normal, countryside England, where I used to live as of a few weeks ago.
It begins in 3rd person, and I’m watching a robot (though a window) working on engineering by itself. It is a humanoid robot, with a head, two arms and two legs, much like the old NS-4 robots in the film ‘I, Robot’. I would post a link to a photo, but I am new to this forum and can’t post links yet.

The robot is working on this machine in an old cottage by himself, and he has self awareness and an active mind. The same mind as a human, but probably much cleverer. Anyway suddenly it turns to 1st person, and I am him, the robot, staring into that window. The machine I was working on comes to life, and it is a colossal sized robot that is solely build to destroy normal robots, in a very painful way. I run away, because I had not intended it to come to life. It chases me down some grassland, but my legs are slow and heavy, and very difficult to move. I reach a village, and see normal robots with their kids, and I deliberately run near them, hoping the killer robot will be distracted by killing all of them instead of me. I continue running into some farms/woods until the robot is out of site, but I can still hear its loud groans and the ground shaking every time it makes a step. The dream ends with me accepting that everyone is going to be killed by this robot, including me, and accepting the fact I will one day be eaten by this creation.
I’ve had this dream around 6-7 times this last year, I never usually remember dreams but this one is always so vivid. Could there (be) any meaning to this?

Now this is one a wonderful dream, a real masterpiece I must say.

I think I’ve got a pretty good idea of what the dream means. We often refer to very cold and distant people as robots. A hermit robot who lives away from everyone else seems very befitting. Sort of like a double metaphor. The thing about people who reject everyone else though is that they soon become very bitter and angry at everyone. It would seem your robot did the same, instead this time he devised a terrible plan to kill everyone else. Also, because everyone else is robots, it shows whoever this person is has lost their humanity. They no longer see other people as feeling or caring or having emotion. To him, everyone else is another robot just like him. 

The reason why you become the robot I think is because you’re worrying about this happening to you. You’re worried about getting too distant from other people and from emotion. Whether that’s what you’re actually like or not I don’t know but it’s certainly what’s worrying you.
Then at the end you come to realize that when you push everyone else away, the end result is that everyone loses. There’s no escape from it, you will lose and everyone else will too. 
Moral, enjoy other people and get involved with the world around you in making positive changes and minimize time spent being angry about other people because in the end doing that makes you lose.

So there, the danger is more than implied. If found in our dreams, the concept of the robot changes radically. They become the humans around us that lost their humanity, as the dream interpreter says:

Also, because everyone else is robots, it shows whoever this person is has lost their humanity. They no longer see other people as feeling or caring or having emotion. To him, everyone else is another robot just like him.

In case we are still wondering why events in the country are spiralling downwards and governance has been going haywire since day one, it is categorically because those that hold the reins do not possess their humanity anymore.  They do not see people. They do not perceive beings that feel or care or have emotions because they too neither have those attributes.  To them everyone is a monster just like them. Therefore, this becomes a fitting warning to all those that criticize this dark regime of Aquino and his minions including the judiciary. They should all be prepared to face the backlash of the cruel, mindless, heartless and brutal monster robot regime.

But that is not the catch here:  The worst thing that could happen, is if because of our own inadequacy and lack of concern and our inaction over our dire circumstances, we turn into these cold, robotic killing machines ourselves.

Rescue is a universal concern. simply defined it is bringing a besieged, endangered human or any other living form (referred to as Victim or Casualty) to more safer place and circumstances.

RESCUE OLYMPICS
INTRODUCTION

There are about 29,000-35,000 highly trained individuals in the Philippines alone that are especially trained in rescue. Only about 10% of these individuals are able to participate in saving lives, safeguarding individuals or clusters of people in a community except during severe emergencies that affect their own life and that of their immediate neighborhood.


Within a universe of a 100,000,000 population, these rescue-trained experts will be no match to the coming of major disasters even within their own communities alone considering the ratio of roughly 1:3500.

There is a need therefore to promote and sustain an effort to teach everyone from young to old, males and females, at least the idea of self-rescue.


It is basically not enough to state, “Be prepared for calamity, Be prepared for disaster. Prepare a survival kit consisting of first aid, your important documents, etc.” No it is not enough. It is very important to introduce specific ideas, actions, skills, concepts to the entire population slowly, gradually what it will be required to be able to save one’s self from harm and danger before the onset of and during a disaster as well as after the catastrophe has occurred.


This is the basic vision and the fundamental mission of Rescue Olympics. Centre di Humanes et Societas Inc. believed since 1992 that the numerous highly trained individuals who are capable of conducting rescue, can be converted into virtual teachers of the public and serve as models in their own communities as well.

During the devastation by Yolanda in Tacloban and other parts of the country, especially those that were trained in rescue, had 100% personal survival including those of their own families. This can happen to average citizens, if given the chance to learn how to save themselves. Rescue Olympics determines to do just that.

To accomplish this, a nationwide challenge seeks to pit rescue teams and compete in skills and competence improvement games and challenges. RESCUELYMPICS will be held annually in games designed to heighten the alertness, confidence and expertise.

In essence therefore, Rescue Olympics, designed as a training tool for rescuers nationwide, will be an educational device and forum for our citizenry across the whole country. If broadcast and heard in real time and over and over again on national television and radio, printed on broadsheets and tabloids repeatedly, the concepts will little by little sink in, to the minds of our people and hopefully give them several second chances of enjoying life again, even after chilling and truly dangerous disasters.

SIMULATION
The special characteristic of the Rescue Olympics is that it will simulate or create a mock up of broad range mobilization of several rescue teams to form a rescue task force that will play the role of components of the same task force to attempt on a per team basis the rescue of the designated victim / casualty / patient.
NATIONWIDE CHALLENGE ELIMINATIONS
The skilled Rescue Teams shall qualify and participate in various challenges each year. The following are the games or challenges:
  1. Extrication of Victim-Casualty trapped below ground
  2. Extrication of Victim-Casualty on water
  3. Extrication of Victim-Casualty trapped at high angle
Each team shall consist of six player-members:

  3. Two Technical Rescue Personnel; and,
  4. One Personnel in charge of admin support to operations.
During RESCUELYMPICS, the Teams are presented several and unique conditions that challenge their capability to immediately and on-the-spot, form a Rescue Operational Plan (Rescue OP) and successfully extricate the casualty in the allotted time.
The scenarios include the following:
30 minutes Complex Rescue – The team performs a Triage and rescue three victims two of whose conditions worsened from an air line crash.
  • 20 minutes Equipment No Holds Barred – No limit to the types of Rescue Equipment will be used to rescue one stable and entrapped victim.
  • 20 minutes Equipment By Selection Only – Rescue that focuses only on very small tools and will not allow the use of sophisticated Rescue Equipment.
  • 10 minutes Race Against Time – The teams perform a rescue of a victim whose condition has severely deteriorated and has only a few minutes left to live before being transferred to a medical facility.
GENERAL GOALS AND RULE ASSUMPTIONS
The project is proprietary to the Resource Recovery Movement and Executive Safety section of Centre di Humanes et Societas Inc., the Kampo Uno Rescue in partnership with BGen. Santiago Laguna of the Republic of the Philippines Bureau of fire protection and emergency rescue service (designated government lead First Responder) as well as the Office of Chairman, Metro Manila Development Authority (MMDA) as continuing joint pursuit with that agency for survival from risks brought about disasters.
The project originally determined to achieve the goal of assisting the first responder agency of acquiring adequate and improved communication base radio and portable hand sets as well as safety gear during rescue missions.
The objective is to challenge rescue – emergency service personnel to bring them to world class fitness and proficiency.
It also aims to raise the public consciousness of the global problems of demise and injury arising from unsafe practices, hazards in the environment among other important considerations.
Because it is a public event, it aims to promote the concept of self-rescue among the citizens and therefore increase their chances of safety, survival, avoidance of danger situations and minimization of risks in their own immediate environment and in the community as a whole.
The simulated nature of the competitions also seek to educate the public of the need to combine, pool talent, resources, time, commitments in order to effect successful life saving undertakings in limited conditions.
The proprietor does not reserve exclusive rights in the implementation of these games. A main implementor may be an independent organization coming from outside of the proprietor organization.
General rules and regulations are as follows:
The main implementor may be an independent organization instead of the proprietor under the rule that any proceeds from the annual event shall be shared between the Major Event Sponsor-Implementor and the proprietor on the following basis calculated from gross receipts:

First responder agency and
Major Event Sponsor-Implementor       – 80%
Proprietor                                – 20%

The main implementor shall engage the services of a reputable accounting-auditing firm to act as the accountant-comptroller for the event.
Proprietary owners of Rescue Olympics (RescueLympics) will raffle the final set of Judges selected and provided to the proprietor by the Major Event Sponsor-Implementor.
Contestants shall pass the Registration process to be considered contenders in the Rescue Olympics (RescueLympics).
Winners (Rescue Team) shall be provided incentive and recognition by the Major Event Sponsor-Implementor, first responder agency, the MMDA and other cooperating authorities.

· The first priority of the store and the authorities in the community should be the prevention of egress for any kind of robbery in band groups or individual criminal that will cause potential losses and damage to the store or its store owners. From the store proper, to any kind of parking area, all points of egress for the perpetrators must be stopped.

· The store can install a system of effective security road blocks to deter perpetrators from exiting the premises during escape after a criminal act.
· Alongside locking down the perpetrators of a robbery or similar group, is immediate neutralization anddemobilization, thereby preventing the same perpetrators from causing further harm and damage to life and property within the mall premises.
·  A similarly important security procedure is to place the entire the store or similar facility in NCRPO under heightened alert, considerably increase target hardening for an indefinite extended period once that facility receives a bomb threat. All measures may be taken to prevent, coopt and interdict any criminal act that will follow. After about more than one (1) month, the security may be eased however for practical purposes, random alert and heightened security may be called by the security manager.
·  The security guards that fled the scene of the robbery should be interviewed thoroughly by the SPD and be given authorized leave with pay by the store-PSAs employing them.

· Since the Department Store security guards immediately evaded and fled from the scene during the robbery the PSAs should appropriately rewrite their Security Plan for the the store detachments. The salient points of these Security Plans should be subjected to a thorough panel critique and assessment by the SPD and the local PNP Station during coordination conferences prior to their implementation. 
·  One important addition to the Security Plan should be a quick response template for the the store security personnel as a collective whole and as a force multiplier organization for the law enforcement sector as well as other government security agencies.
·  The defensive use of authorized demobilizing devices such as TASERin the form of ball pen, TRANQUILIZER GUN and similar non lethal gadgets is highly recommended. As much as possible, these should strictly be in the hands only of well-vetted security personnel with very higher level security or else past military and police training and experience.
· Mall authority should conduct their own personnel vetting / background checking of the manpower of contract security services. More than one suspects of the the store robbery connected to Private Security Agencies (PSA) provides a high probability of close contact with a member of one of the the store contract security service outfits.
· Security agencies and the Security Department should conduct a post-incident Security Survey Inspection of the mall premises and coordinate their observations and findings together with any forecasts and apprehensions with the SPD.
· Security managers, following several months after the the store robbery should already have come up with a systematic, well-ordered Security Plan for the security personnel to follow during times of crisis and emergency similar to or more critical than the March 30 incident. This should now be subject to assessment and forming of recommendations on the part of SPD.
· One of the most critical aspects of the Security Plan is setting up an Incident Alert-Alarm System (INCAS) that shall also interface with local PNP and the SPD.  A centralized monitoring shall show exact indicators where the incident is taking place. The INCAS shall be designed to call the attention of members of an emergency, quick reaction group within the mall to respond to the area of the occurrence during a critical incident as well as immediately alert the PNP at the exact occurrence of the event. The INCAS shall also function as a Public Warning System (PWS).
· As part of the template of the Security Plan for the store, Security Guards and In-House Detectives, should not immediately run away and be the first to flee during any kind of incident but must have a collective counter-foil plan to initially deter robbery-in-band; abduction; theft and burglary; dealing-distributing-using prohibited substances; disseminating toxic material; public molestation and disgracing of both female and male victims, among other malfeances, felonies, minor or heinous crimes.
· The SPD shall participate in the regular conduct of post-incident security orientation programs, drills, and brief the security personnel appropriately about the roles of the PNP and security service organizations in future incidents that might involve the the store.
· The past recommendation is reiterated that the the store security contractors must undertake linear coordination amongst the different PSAs, personnel, and a single radio frequency should be adopted to ensure a clear line of communication between and among the various security personnel.  A designated radio operator shall be provided an annex concrete secured kiosk attached to or safely located underneath the the store PNP detachment at the Seaside Boulevard.
· The UGNAYAN meetings between the concerned PADPAO members and local PNP Units must be encouraged and persistently held with regularity in order to ensure that there is constant liaison and cooperation between the police and the PSAs.  SPD could serve as one effective bridge, among others, between the PSAs and other sectors.
·  It is reiterated that the location of the Jewelry Shops must be subjected to considerable target hardening.  Further to this, the location of CCTV and the use of a different lighting design, together with the strategic deployment of mirrors that will not make it possible for concealment from the CCTV camera are strongly recommended.  Not all CCTV camera must be located at the ceiling to capture the image also from lower altitude and all camera must be high resolution, high definition.
CCTV
It is requested that SPD obtain existing CCTV footage of:
· The period prior to the robbery that show the suspects whether or not it is apparent that they make contact with any individual not presently connected by the investigation directly to the group in order to provide further leads for the PNP investigations.
· From the mall area up to the parking lot and the peripheral areas of the store, from the period after the robbery that show the suspects escaping from the the store Department Store that could help shed light about the manner of suspects’ escape.
· The CCTVs should be properly placed and the number of cameras must be augmented to make it adequate for covering the entire mall premises. At the entrances and exits, the CCTV cameras should be placed as near enough to eye level to capture faces more clearly.
· In the same spirit as the City of London’s CCTV system called Ring of Steel and the City of New York’s Lower Manhattan Initiative, where a contiguous surveillance system of CCTV cameras protect the people and property, being in the category of a REGIONAL SUPER MALL, the store must be able to set up an efficient and effective CCTV surveillance system. It is recalled that the camera that enabled the capture by government authority in the United States of the Boston Bomber was a Department Store camera.  Management must place CCTV camera at the entrance and within the vicinity of the parking areas at the mall to capture plate numbers of both four wheel and two wheel vehicles as well as capture images of the vehicle types and their driver upon the roll down of windows. The management shall consolidate CCTV operations by setting up a central CCTV Monitoring area to be manned at operational hours by an authorized operator.
· The store should also procure a special set of CCTV camera for Mobile Monitoring that will have both a line-of-sight connection and loop link to the CCTV Monitoring center. Mobile CCTV will be vital during out-of-CCTV-range accidents or other types of incidents.
· It is also moreover reiterated that the store install a walk thru metal detector with CCTV camera at the mall entrances to capture images of mall goers and for possible detection of any concealed deadly weapon or implement for crime, etc. that might be used in the commission of a crime.
· Establish CCTV Monitoring room to be manned during mall operational hour by an authorized and comprehensively vetted operator(s).
CIVILIAN GOVERNMENT AUTHORITY
· It is also strongly reiterated herein, that the PNP should coordinate and lobby with the Pasay City Sangguniang Panglungsod for promulgating a City Ordinance requiring applicants for business permit to undertake the installation of high definition and internet protocol-ready CCTV on their establishments and voluntarily surrender CCTV appropriate footage to the law enforcement authorities in case of investigation relative to the occurrence of a crime without court order, to expedite the immediate resolution of the same. Such footage may also be accessed online through coordination between SPD and the establishment owners.
· All Cities with existing ordinances to this effect should be encouraged and supported by the PNP in the strict implementation thereof and concerned parties shall be regularly inspected and monitored for compliance.
· In coordination and cooperation with PNP, the Metro Manila Development Authority (MMDA) and the various cities and towns, shall formulate a Plan and install an entire set of Metro Manila-wide security Road Block System with components that could be activated at any time. For practical purposes, using a module type scheme, the system can be gradually installed throughout NCR.
· The Security System shall be designed for MMDA and the localities in such a manner that this could also serve as a template for providing the most effective route line to manage conflagrations and execute fast and easy, orderly Evacuations and escape from high threat areas during extreme emergencies such as Disaster (flood, earthquake, fire, tsunami, liquefaction, ground rapture, etc.)
· CCTV owners must save CCTV records in proper storage and these stored data or information shall now qualify as part of the public domain. Whether or not an incident occurs, no establishment owner must delete their CCTV records of at least the past month or preferably longer. The SPD shall have prerogative of first refusal of access before these data are erased permanently.
· The store and other business establishments that will undertake to set up better CCTV apparatus for monitoring and horizontal communications systems for their security personnel provide an interface with the SPD for their communications and one monitoring screen for the SPD to access in real time any coverage of threatened areas or during the occurrence of critical incidents.
· As with many security equipment providers’ usual practice locally and worldwide, the store shall provide such interface with SPD to increase reaction and response speed during an incident. The the store CCTV operator can make available images into one interface monitor at SPD at any one time, coming from one or several CCTV cameras.
· The PNP shall coordinate and cooperate with the Metro Manila Development Authority (MMDA) and the City Local Governments to undertake the formulation of a Surveillance System Plan – Architecture (SSPA) for the LGUs respective portion of Metro Manila and the gradual implementation of said plan in full cooperation with the private sector.  Such SSPA shall above all include the installation of CCTV in very strategic points to deter and catch crime elements.
PNP
· Special Action units of the various Districts must always have very fast, rapid response capability and must conduct at all times rehearsals of anti crime response.
· A proper Security Operations Plan for conducting very effective blocking operations during incidents like the the store and other potential CRIMINAL OPERATIONS similar to robbery in band groups or individual criminal, among others, will greatly diminish huge amounts of resources devoted to intelligence and investigations once the perpetrators are never captured prior to or after the commission of a crime.
· With the IBIS Correlation and Matching system at the PNP Headquarters, SPD and the other Districts under NCRPO should at least have a reliable hardware and software System for fast CCTV and other digital records enhancement and exploitation. Due to the low quality product of the CCTV camera at the the store, it is extremely difficult to utilize the image grabs coming from the crime scene videos.
· A token support for the provision of a high storage CPU sub server system with interface monitoring wall screen and software for image enhancement, cartographic face construction and aging, search and databasing for the information available in the entire District shall be provided to SPD and each of the other Districts. Nominal civil works fund may be made available to provide for a small facility that will house the computer hardware under low temperatures at all times.
· Since the provincial-regional PNPs now have an NPA MAPPING INFORMATION SYSTEM using a mix of available and Armed Forces of the Philippines technologies, NCRPO could benefit by piloting a CRIME OR CRIMINAL URBAN AND SUBURBAN MAPPING INFORMATION SYSTEM (CUSMIS or CMS).
· The CUSMIS or CMS shall be controlled at both Headquarters and NCRPO level and on a day-to-day basis shall be managed at the level of NCRPO.
· The designer and systems developer for the CUSMIS shall design the System so that it shall be able to provide the same service in dealing with incidents involving terrorist related threats and deadly terror attacks.
· NCRPO is not covered by the DIPO system. Henceforth, the NCRPO’s success in creating this kind of system will benefit the DIPO constituent regions by replicating and adapting the more effective and productive components of the system in their own localities or areas of jurisdiction.

Forecast of damage to Philippine power sector

The forecast of the international weather watch community for selected parts of Asia is light to heavy rain. For Manila, Philippines and major cities like Cebu, Davao, other parts of the Southeast Asian country, varying forecasts of Tuesday-to-Friday (August 5-8) continuous rains and Wednesday-to-Friday (August 6-8).

PAGASA predicts gale force winds during the same periods mentioned above.


It is inevitable that this will impact once more upon power facilities.
