Little do the current crop of Philippine stakeholders know that any scarce resource in the telecommunications industry, to inlcude every single one of the specific bandwidths of the various Spectrum of our Radio Frequencies, are only allocated by the International Telecommunications Union (ITU).

Some quarters believe that owning the entire breadth of one whole Spectrum, whether one is able or unable to pay the Spectrum Usage Fee (SUF) to the government, is legal and just okay.

It is not legal and it is not okay.  It is immoral and an abomination.  The International Telecommunications Union (ITU), the Asian Pacific Telecommunity (APT) will not stand for this.  This has got to change.

The ITU recently held its 2015 Conference in Geneva, Switzerland and declared as follows:

“WRC‐15 will provide more bandwidth for mobile– broadband
“Governments worldwide are making available more– spectrum – in line with national broadband planning and desired long term investment in ICT.
“More countries commit towards the uptake of Digital–Dividend band plans and other globally harmonized bands (1800 MHz, 2600 MHz)”

In the next few months, Internet in the Philippines will radically change and not because of above named anomalous practice, but honest-to-goodness adoption of new technology and new business models.

On November 19, 2015, we prepared a project paper for formulating a technical report cum policy paper on addressing the problem of very pitiable plight of the internet in the Philippines.  Nearly one month ago today, December 16, 2015 we still await the nod of those that are supposed to read and approve the proposal.

    The technical report full blown will be participated in by scientists and experts in telecom from the United States of America, Middle East, Israel, China and our own Filipino specialists.

    The worst part of Philippine telecom roll outs is the lack of International Telecommunications Union (ITU) certified:

    1. Line Sweep
    2. Passive Inter Modulation test
    3. Close Out (compliance) Package complete submission
    and at least two (2) other very important procedures. No wonder our cell sites set up by Piltel, Smart, Digitel, Globe, Innove, Touch Mobile, intefere with each other and there is no way to stop any of the telcos from increasing their amplifiers when their signals get overlapped and weaken. When their amplifiers go overdrive, the other cell sites’ signals are then reduced considerably or killed. Have you ever been a victim of dead spots? We have a bigger problem than just dead spots. Our problem is a topsy turvy frequency ecosystem that does not follow rules and regulations of the global telecom regulatory bodies.

    No wonder our mobile telephony and internet is so full of shit.
